Introduction
Qing Yang and Tuo Luo Stacked (論羊陀迭並) explains with one example what 「羊陀迭並」, Qing Yang and Tuo Luo stacked, means.
For a person born in a Geng year, Lu Cun is in Shen, Qing Yang in You and Tuo Luo in Wei. With the Life Palace in Mao, the Travel Palace is in You, so the natal Qing Yang in You already clashes with the Life Palace. If the Annual Luck is also a Geng year, the annual Lu is again in Shen, the annual Qing Yang in You and the annual Tuo Luo in Wei: the natal Qing Yang and the annual Qing Yang and Tuo Luo pile up, and this is called Qing Yang and Tuo Luo stacked.
The next chapter, Qi Sha Met Twice, and its verse line 「羊陀迭並命難逃」 deal with the same kind of malefic luck.
1如庚年生人,命在卯宮,遷移在酉宮。如遇羊陀,流年亦庚祿居申,流羊在酉,流陀在未,是命在卯宮原有酉宮擎羊沖合,流年又遇流羊流陀,謂之羊陀迭並。
TranslationFor example, a person born in a Geng year has the Life Palace in Mao and the Travel Palace in You. If Qing Yang and Tuo Luo are met: the Annual Luck is also a Geng year, Geng's Lu is in Shen, the annual Qing Yang is in You and the annual Tuo Luo in Wei. So with the Life Palace in Mao there is already Qing Yang in You clashing with it, and the Annual Luck brings the annual Qing Yang and Tuo Luo too: this is called Qing Yang and Tuo Luo stacked.

「羊陀迭並」 is the natal Qing Yang and Tuo Luo piled on top of the annual ones. Taking the example apart: for a person born in a Geng year Lu Cun is in Shen, Qing Yang in You and Tuo Luo in Wei; with the Life Palace in Mao, the Travel Palace is in You, so the natal Qing Yang already clashes with the Life Palace from the opposite palace. When a Geng year comes round (Geng Zi or Geng Yin, for instance), the annual Lu is again in Shen, the annual Qing Yang again in You and the annual Tuo Luo again in Wei; the natal and the annual Qing Yang in the same palace is the stacking. On a Xingge chart the natal Qing Yang is shown with the palace's other stars, while the annual Qing Yang belongs to the Annual Luck layer of the detailed chart. The chapter Star Combinations: Qing Yang and Tuo Luo gives a looser version: Qing Yang or Tuo Luo in the Life Palace, with the Annual Luck meeting Qing Yang or Tuo Luo again, is already called stacked, without requiring the two to fall in the same palace.

What does 'Qing Yang and Tuo Luo stacked' mean?
The natal chart already has Qing Yang (or Tuo Luo) clashing with the Life Palace, and the Annual Luck brings the annual Qing Yang and Tuo Luo as well, so two layers of Qing Yang and Tuo Luo pile up. The Quan Shu's example is a Geng-year person with the Life Palace in Mao, Qing Yang in You clashing with it, meeting another Geng year.
Is Qing Yang and Tuo Luo stacked very bad?
In the verse of Qi Sha Met Twice the Quan Shu says 「羊陀迭並命難逃」, and that when Tai Sui and the two lucks reach this place 「十生九死不堅牢」, nine in ten die. It is one of the worst luck combinations in the book.
